State Auditor Mary Taylor announced a legislative proposal to overhaul the internal audit function of state government. The plan establishes a centralized office of internal auditors required to report fraud and other findings to an independent state audit committee.

Richmond Mayor L. Douglas Wilder called City Auditor Umesh Dalal unprofessional for issuing an audit that found the city has yet to implement security codes on its gas cards that it promised months ago.

It was one of 54 recommendations the auditor made in May 2007, of which the city says it implemented 53. Dalal's audit found only 10 had been put in place.

Asked why the city hasn't issued gas card security codes and still had no definitive vehicle count, Wilder said, "There are a lot of problems associated with it."

The Modesto City Council on Tuesday hired its own "watchdog."

The council appointed Frank DeMattos as its first independent city auditor. DeMattos, a Beyer High School graduate, lives in Modesto and works for Stockton as its senior deputy city auditor.

Measure M, a government reform package voters passed in February, required the council to hire an auditor. In the past, the auditor has worked in the city clerk's office.

Lawmakers of the main opposition Democratic Party (DP) condemned Kim Hwang-sik, nominee for chief of the Board of Audit and Inspection (BAI), Tuesday, for currying favor with President Lee Myung-bak.

At a non-binding National Assembly hearing, they claimed Kim was involved in the BAI's probe of the Korean Broadcasting System (KBS) in July, even before his nomination was confirmed.

Monroe County auditor Sandra Newmann held a press conference Wednesday to address a petition requesting a special prosecutor be appointed to investigate allegations of wrongdoings and illegal activity of the Monroe County auditor’s office.

Vic Kelson, president of the county council filed the petition Tuesday.

Kelson filed the petition after learning that a $350,000 appropriation had been approved by the Department of Local Government Finance despite the fact that council members had denied the appropriation.
